Elizabeth (Betty) Westbrook Rios, age 80 of Westbrook Lowgrounds Road was born April 26, 1946, and passed away on July 18, 2026, surrounded by loving family at the SECU Hospice House in Smithfield, NC. The family will receive friends starting at 10:30AM on Thursday, July 23, 2026 at the Ebenezer United Methodist Church in Four Oaks. Funeral Services will be held at 11:00AM on Thursday, July 23, 2026 in the Ebenezer United Methodist Church in Four Oaks. Officiating will be Rev. Carrie Lee Farnham. Burial will follow in the church cemetery.

She is survived by her devoted husband of almost 42 years, Victor Garza Rios; her daughter, Amy Batey Barefoot and husband, Timmy; stepson, Stephen Marcus Rios; her grandson, William Jalen Dixon; brother, Eldridge Troy Westbrook and wife, Julia; sister, Geneva Westbrook Cox and husband, Jimmy; five nieces and nephews: Margaret Rose Westbrook, Eric Todd Westbrook, Paula Westbrook Hunter, Jonathan Reece Cox and Susan Geneva Westbrook, several great nieces and nephews, and close family friend, William Dixon. She was predeceased by her parents, Melvia Lee and Ivan Earl Westbrook; brothers, Lafayette Earl Westbrook and Anthony Wayne Westbrook; and stepson, David Victor Rios.

Betty graduated from Four Oaks High School before attending Troutman Beauty School in Raleigh and beginning a successful career as a hairdresser in both Goldsboro and Smithfield as well as owning her own shop for a period of time. Later, Betty obtained an associate degree in business administration from Johnston Community College and began working in the business office at Johnston Memorial Hospital for many years, where she met a handsome respiratory therapist named Victor. They were married in a small ceremony at her childhood home on November 10, 1984. Later, Betty accepted a position in the Reimbursement Department at Cherry Hospital in Goldsboro and worked there until her retirement in 2010.

Betty was a member of Ebenezer United Methodist Church and enjoyed cooking for church and community events. She was an excellent cook and in her fiercely independent way, claimed that she viewed recipes as “suggestions” and never followed them. Her coconut cakes and pies were always family favorites. She was confident, opinionated and passionate about most things, including her loves of coffee, cooking, fashion, decorating, gardening and her family. She dressed well and took great pleasure making her home comfortable and attractive both inside and out, including decorating for the holidays. She was creative and loved flowers and making things beautiful. Above all, home and family were her greatest joys.

When she did travel, she enjoyed beach trips where she always brought her own coffee maker and prepared a feast for family. One of her favorite places was Carolina Beach where she could order a Britt’s doughnut with her coffee. In her later years, Betty, Vic and family frequented numerous local restaurants, including an outing to Bojangles (a recent favorite) just a few days before her illnesses overcame her.

The family would like to thank the kind staff of WakeMed’s neuro ICU and intermediate care units as well as those at SECU Hospice House of Johnston County for their kindness and care. Although she will be missed by family and friends here, we know that Betty is reunited with her parents and her brothers once more.
